LACCD Launches Major Initiative to Address Student Housing Crisis
District Expands Housing Solutions to Address Crisis
The Los Angeles Community College District (LACCD) has taken a major step in addressing student housing insecurity with the launch of its comprehensive housing program. The first of three Requests for Proposals (RFP) was released on February 3, marking the beginning of a strategic initiative to provide safe, affordable housing options for LACCD students.
Serving over 210,000 students, LACCD supports one of the most diverse student populations in the country, including first-generation, low-income, and formerly homeless individuals. A recent housing strategy report revealed that 67% of LACCD students experience housing insecurity—an increase of 12% since 2016. To address this urgent issue, the first RFP, Properties for Delivery of Housing to LACCD Students, explores acquisition, master lease, and investment opportunities to secure low-cost housing for students.
"Stable housing is fundamental to student success. This is one of many major investments in our students, fulfilling our commitment to addressing housing challenges," said Dr. Alberto J. Román, Interim Chancellor of LACCD. ”The housing program takes a flexible, strategic approach to meet student needs while maintaining the District’s long-term financial health.”
"This RFP isn’t just about acquiring properties—it’s about developing a sustainable housing strategy with the right partners," said Dr. Leigh Sata, LACCD Chief Facilities Executive. "By leveraging bond dollars and working with experts, we can act rapidly and strategically to secure the best housing solutions for our students."
Later this month, LACCD will release a second RFP to establish a bench of pre-qualified housing providers, giving each of the District’s nine colleges greater flexibility to secure student housing solutions tailored to their campus populations.

"This institutional strategy broadens access to housing solutions, helping students secure safe, affordable housing that supports their academic and personal success."
LACCD Board Member and Chair of the Facilities Master Planning & Oversight Committee (FMPOC) Sara Hernandez underscored the District’s long-term vision, stating that “affordable housing is a critical need, and these RFPs establish a powerful framework for action. We are committed to providing every LACCD student with access to stable housing options and the essential information they need to focus on their education and future."
